英語フォーラムで指摘されている問題について。
この現象は、空きスペースが少ない場所で、都市の建設ツールを使うと容易に再現できます。
問題の原因は、pak128.Britainでは役所の画像が４つのレイアウトを持っていることです。
他のpakセットではレイアウトは１または２ですので、おろらくコードも２以上を想定していません。

About the problem of double city name in pak128.Britain.
I can reproduce this problem easily.
If I use 'found a new city' tool at the places which have less space, this problem often happen.
I think the reason of this problem is that townhalls of pak128.Britain have 4 layouts.
In other pakset, layout of townhalls are 1 or 2.
Maybe townhall building code doesn't expect 4 layouts.

Usually,  road is build south or east of townhall, but in 4 layouts, road is also build north or west of townhall.

Additionally, factories of pak128.Britain also have 4 layouts. I'm not sure this will cause another problem or not.

I could reproduce this too, but also could not find any systematics so far.
