初めての起動後に言語選択ダイアログが出ない。
言語を選択する手段がない。

Problem:
When you launched simutrans first time, language selection window doesn't show, and there is no way to select language.

How to reproduce:
1. Clean install simutrans.
2. Delete settings.xml and default.sve.
3. Start simutrans.

Result:
Language selection window doesn't show.
And also, you can't open language select window on splash screen.
So, there is no way to select language.
This in a pain for new players.

And also this problem is also a standard bug.
