Language of toolbar title, 'Road tools', 'Railroad tools', don't change after changing language on option->language window.
How to reprpduce:
1. Start simutrans in English.
2. Open option->language window and change language to another one.
3. Open road tools.
Result:
Language of toolbar title is still English.
